The Omaopio Ridge Community Association (ORCA) is a non-profit Hawaii corporation. Its members are all the owners of lots within the subdivision. ORCA has the power to levy assessments to carry out its duties in maintaining the common areas and to enforce the restrictions, covenants and conditions. It also enforces the rules of the Design Control Committee.

ORCA has a three-member Board of Directors, elected by the membership. A president, vice president, secretary and treasurer are responsible for carrying out the policies of the Board.
